Floodwaters from the rising Big Arkansas River swept into rural and urban areas north and south of Wichita, Sunday, causing the evacuation to many families. Affected were from 75 to 100 residents.   It's been a relatively safe weekend this far on Kansas roads. Just one highway death reported in Kansas since the weekend counting period began at 06:00 Friday night. In Missouri, nine persons have been killed so far this weekend. Five of the deaths involve motorcycles.   Missouri legislators return to work tomorrow, anxious to resolve a deadlock on the state's $2,000,000,000 budget. And at this hour, chairman Peter Rodino of the House impeachment committee says he doubts president Nixon would be cited for contempt of congress   even if the president does withhold some evidence subpoenaed by the committee.   On ABC's issues and answers, Republican senator Charles Percy of Illinois says the president already is headed for a dangerous confrontation with congress. Percy says the president may be obstructing justice by holding back evidence.   Democratic representative Shirley Chisholm has changed her mind about chances the president will be impeached. The uprising came against three Oakland pitchers, Vida Blue, Raleigh Fingers and Daryl Knowles. Stanton's homer was his fourth of the season, a three run double by Mike Phillips and a tiebreaking single by Steve Ontiveros in the eighth inning boosted the San Francisco Giants to a six to four triumph over the Los Angeles Dodgers.  

The Dodgers and the mister Smith entered the frame with a four hitter and a four to one lead before the Giants exploded for five runs.
